 Here Is The Solution Your Problem

 Follow Simple Step :-
  1. Just go to settings->about phone->and tap on "build number" seven times.
  2. Its a feature in jellybean to prevent anybody from accessing these options.
  3. After 7 taps it says "You are now a developer" or something like that and you can access usb debugging and other developer options.
